blastedwastelandBlas Cap is a Bullet Boy hailing from the Bullet Farm, run by the Bullet Farmer. He's painted yellow (instead of standard War Boy white) because he's a higher level, elite War Boy.
He's a powder cooker, meaning he knows the recipe to make gunpowder, a highly prized talent and a fiercely guarded secret. His neck and arms are decorated with tattoos a bullet motif, and he has a septum piercing with a bullet in it as well. But his most noticeable feature is that he's missing his left arm from right below the elbow.
Max is told by Stronghold leader Jeet that there's a prisoner being held by the Thrall Rustlers (slavers) who knows the secret to cooking black powder and that if Max brought him to the Stronghold he'd keep him in bullets forever. Max finds Blas Cap caged, injured and malnourished and brings him back to Jeet's Stronghold. (Actually he just lets him out of the cage and assumedly makes Blas Cap walk miles alone and barefoot across the dunes while gushing blood from his amputated arm.)
Once back in Jeet's stronghold he cooks them all the gunpowder they want in return for food and water and not being kept in a cage. He's a pretty easy going guy, and doesn't seem to care that the rest of the people in the Stronghold hate him because he's a Bullet Boy. He also doesn't stop dressing like a Bullet Boy once he's technically on Jeet's side. His alliance lays with whoever feeds him and lets him play with guns all day.
